I have won some points in an event outside England. Can I register them with the EBU ?

Unfortunately, with few exceptions, the answer is no. Points from Scotland, Wales, Northern Ireland and the CBAI are accepted, as are those from Australasia, but these are the only ones. The reason for this is that the different MP schemes operated by countries vary widely in their methods, and a direct comparison is frequently not possible
