All Open events run by Counties or Clubs require a licence unless specifically exempted through the general provisions detailed in the Licensing and Masterpoint Handbook, or through a written authority from the EBU.

Counties may licence clubs to hold events open only to any member of that County (section 1.6.4 of the Licensing and Masterpoint Handbook)
