Extracts from the White Book: Section 143 EBU Split Tie Procedures

143.1 General comments

Contestants are tied when they have the same percentage score by the final method of scoring. The sponsoring organisation must specify the circumstances in which a tie will be split, and the procedure which will be adopted. Unless otherwise specified in the conditions of contest for a particular event, EBU conditions and procedures are as set out herein. The responsibility for the interpretation of these regulations (should such an interpretation be necessary) rests with the EBU Tournament Committee, which may delegate such responsibility to the duly appointed on/off-site tournament Appeals Committee/referee.

Note the section relating to KO Teams applies to knockout teams only. The remaining sections apply to all other events.
