Even more on the Commentary
I've just come back from the EBL TD course in Antalya where, as you might imagine, there was quite a bit of discussion about the new Commentary.
In particular, the distinction was made between minutes of the WBFLC, which have the force of law, and the commentary which does not in and of itself. However, it does contain some sections that come directly from the minutes and I have asked that those sections be indicated in future revisions so that it is clear to us, without referring back to various other documents, which of them do have this force.
A further point was made that even those parts that do not have the force of law should be followed by individual TDs unless their own NBOs have given alternative guidance.
