Yes it depends on the number of boards.
EBU White Book has tables of Victory Points in section 3.1 http://www.ebu.co.uk/laws-and-ethics/white-book
There is also a tool which produces VP scales on the EBU website http://www.ebu.co.uk/laws-and-ethics/vp-scales
